Assembly reappropriates $150,000 to complete landfill entrance and scale-house software purchase

The Matanuska-Susitna Borough Assembly on March 6 approved Ordinance 25-055 and Resolution 25-44 to move $150,000 from the solid-waste operating fund into a project account so the borough can complete procurement and software installation for the new landfill entrance and automated lane/scale-house system.

Public Works Director Tom Adams told the Assembly the appropriation transfers operating funds to a capital project account because the solicitation, vendor negotiations and installation are expected to extend past the fiscal year end. "We don't believe that solicitations and the provision of the software installation will take place before the expiration of the fiscal year," Adams said.

Why it matters: The funds support software that will operate automated lane support and the scale house at the borough’s new landfill entrance. Officials said the move preserves the approved budget authority while allowing the project to continue into FY26 without lapse.

The Assembly opened a public hearing that drew no speakers and then adopted the ordinance and accompanying resolution on the floor. Deputy Mayor moved to adopt; the legislation passed without recorded objection.

Clarifying detail: Staff confirmed the reappropriation does not change landfill user fees; the transfer is an internal accounting move within the solid-waste fund to permit vendor contracting and carry-forward of the purchase into the next fiscal year.

Next steps: The borough continues contract negotiations and expects to complete procurement and installation under the project account funded by the reappropriated $150,000.
