Key provisions include use of the field (including temporary spray paint markings to create up to three fields), allowance for temporary facilities such as bleachers with city coordination, permission to store some equipment on park property, requirement to submit the season schedule one month before the season starts, and a $5 fee per participant. The agreement requires the youth football league to clean the park and repair or pay for damage the league causes. Term is five years and either party may terminate with 30 days' notice. Staff added language allowing flexibility to change the use area in the event of major capital projects.
Council asked whether the youth league understood the possibility of future capital projects affecting the site; staff said the league was aware such projects could occur and staff would coordinate timing and mitigation. The council approved the resolution suspending the rules and authorizing the agreement; the vote was unanimous.
