Town Meeting approves nominations and consent agenda; easement and foreclosed property articles were briefly held and then passed

Town Meeting conducted nominations for town offices identified in Article 1 and approved the consent calendar of routine financial and enterprise budget items, with two items held for questions and then approved.

Moderator Joanne Berry called nominations for a variety of trustee and fund trustee positions. Nominees presented and Town Meeting voted to elect several trustees including Monica Biswas to the West Acton Citizens Library trustee post. The moderator explained the consent calendar process and listed items included in the consent agenda (collective bargaining authorizations for fire and police, revolving fund budgets, commuter lot and station maintenance, enterprise budgets for septic disposal, transfer station/recycling, sewer, ambulance and transportation, highway chapter 90 authorizations, insurance proceeds appropriations, federal and state reimbursement acceptance, performance bond appropriation and sale of foreclosed properties).

Two items were held for separate discussion: Article 24 (authorize easements) and Article 29 (authorize sale of foreclosed properties). Town staff and select board representatives explained that easement authorizations have historically been granted annually to the select board and that in the specific Hayward and Main (Maine) intersection case abutters had agreed to easements and the signal project was not moving forward this year. Members asked for clarity about when easement acceptance requires Town Meeting; the moderator confirmed voters can call items out for discussion. Both held items were later returned to the floor and approved by the required voice votes (Article 24 required two-thirds and passed; Article 29 passed by two-thirds).
