The vendor said the company takes a 35% commission on texting revenue; voice and video commissions are limited by a recent Federal Communications Commission rule and cannot be shared in the same way.
Commissioners asked whether juveniles must agree to terms of use before accessing the system; the vendor said juveniles would have to accept the terms and conditions and that facilities would have administrative controls to restrict or disable devices for individual users, or shut down the system in response to discipline or misuse. The vendor also described an AI transcription/translation feature and said attorney-client communications would not be recorded.
During discussion, the board asked about the five-year term in the draft contract and whether the county could remotely disable devices; staff confirmed administrative controls would allow scheduled operating hours and per-user shutoffs. Commissioners also asked about device durability and upgrades; the vendor said hardware had been ruggedized and could be upgraded as needed.
A motion to approve the contract moved, was seconded and passed by voice vote.
The commission later approved related personnel action to post an operator position to support the device; commissioners discussed pay scale placement and authorized starting a new hire at a higher step in the county's grade-and-step system so the department could offer competitive wages.
The contract and position approvals were presented as department recommendations and recorded as approved by the board during the meeting.
