Kootenai County opens four bids for Tubbs Hill fuels-treatment project

Kootenai County commissioners on May 6 opened sealed bids for Bid No. 2025-02, the Tubbs Hill Hazard Wildland Fuels Treatment project, and moved to turn the submissions over to the Office of Emergency Management and county legal staff for evaluation.
The bids announced on the record came from Blake's Tree Service of Post Falls ($4,230.75 per acre; total $247,499), Hester Forge Management LLC of Priest River ($4,800 per acre; total $280,800), F.A. Bartlett Tree Expert Company of Spokane Valley ($4,481 per acre; total $262,138.50) and Alpha Services LLC (PO Box in Coeur d'Alene) at $2,304.27 per acre (total $134,800). Andrea Littlefield of the Office of Emergency Management identified the project as a Hazard Mitigation / Tubbs Hill mitigation effort and confirmed multiple sealed bids were received.
Commissioner Duncan moved to acknowledge receipt of the bids and to turn them over to OEM and county legal; the motion was seconded and carried unanimously. The board did not award the contract at the meeting; staff will complete review and return with a recommendation.
The action preserves competitive procurement steps and allows OEM and legal to confirm responsiveness, scope, and compliance before bringing an award recommendation back to the board.
