Davis County approves transportation payments, contracts and library appointment; updates service-animal code

DAVIS COUNTY, Utah — The Davis County Commission on May 6 approved a series of contracts and interlocal agreements covering transportation projects, facility landscaping and jail services, and adopted an amendment to county code to update the county’s definition of service animals.

The actions affect county spending, local road work in Clearfield and several county programs. Commissioners also confirmed a library board appointment and ratified agreements involving the sheriff’s office.

The commission approved two interlocal resolutions with Clearfield City to provide local transportation funding for two projects: resurfacing and pedestrian improvements on 300 North (a county contribution of $48,500) and the Depot Street extension tied to a transit-oriented development near the FrontRunner station (a county contribution of $266,000). Kent Anderson, director of Community and Economic Development, said the 300 North project “is gonna add a little bit of a sidewalk that didn’t exist now on the south side,” connecting to a trail and safe-routes-to-school improvements.

Commissioners approved a $194,410.65 contract with Marathon Maintenance Inc. for landscape upgrades at the Davis County Conference Center in Layton, with the contract term listed as beginning May 6, 2025, and ending Sept. 30, 2025. Facilities Director Lane Rose asked to table one facilities item (item 8) and that motion to table was approved.

The commission accepted a written notice that Summit Foods elected to extend its commissary and inmate-banking contract term; that notice was informational only and required no vote. The commission ratified a cooperative agreement between the Utah Department of Public Safety and the Davis County Sheriff’s Office for the 24/7 sobriety program and approved a service contract with Prism Systems Corporation for the GenTech Advantage program not to exceed $12,540.

On a separate ordinance item, the commission approved language changes to Davis County Code (Title 6, Chapter 6.28, section 6.2807(o)) to update “places prohibited to animals” so the code’s exemption reflects the Americans with Disabilities Act’s definition of service animals. “What we’re looking at here was just some outdated language when it comes to service animals,” Deputy Director Sydney Larabee said while presenting the ordinance change. The commission voted to adopt the amendment by voice vote.

Other routine actions included approval of the cancellation of the June 24, 2025, commission meeting, appointment of Jessica Groves to the Davis County Library Board for a four-year term beginning May 6, 2025, and approval of the consent agenda and Board of Equalization items (veteran tax-exemption abatements, assessor adjustments and one identified escape assessment). Commissioners recessed to the Board of Equalization and then reconvened the commission meeting before adjourning at 11:03 a.m.
