Fairgrounds budget increases prompt committee request for project list; RV park revenues questioned

The Harney County Budget Committee tentatively approved the Harney County Fair funds on April 29 after questioning a substantial proposed increase in the grounds-maintenance line.

Committee members noted the grounds-maintenance materials-and-supplies line grew from roughly $30,000 in the current-year actuals to $75,000 in the proposed budget, an increase of about $45,000. Staff represented that the fairgrounds have a backlog of building and grounds repairs, including demolished or removed structures, concession and restroom repairs, and other site work; the committee asked for a written project list showing how the additional funds would be allocated.

Committee members also asked about RV park receipts. Staff said the RV park is operational and projected to produce roughly $30,000 in the coming fiscal year; the committee asked staff to confirm where that revenue is shown in the budget and to verify the projection.

Other items discussed included prior-year refunds in the fair fund revenue lines (an earlier rodeo secretary payout that was later returned, creating a $32,000 refunds line) and possible donations or memorial funds. Staff noted that donations can be received into specific fair-related reserve accounts and that donors'intent must be honored; the committee asked staff to research whether donated funds must be routed through the general fund or may be placed directly into an event- or capital-specific fund.
