• Urban renewal bonds (Resolution 25‑131): The council opened a public hearing and approved a resolution instituting proceedings to issue general obligation urban renewal bonds not to exceed $9,250,000 for essential corporate urban renewal purposes in the East Central and West Central TIF districts. Staff identified specific projects to be funded in both TIF districts. The resolution passed by unanimous voice/roll‑call vote.
• Zoning ordinance (Ordinance 11‑33): On third reading the council adopted Ordinance 11‑33 to rezone 6.36 acres on the north side of NW 50th Avenue from R‑1‑75 medium‑lot residential to R‑1‑75 medium‑lot residential with an animal‑keeping overlay. No public comment was reported and the ordinance was adopted on third reading.
• Claims (agenda item 7.b): The council approved payment of claims in the amount of $1,986,639.97.
• Consent agenda and other items: The council approved a consent agenda (with items 5.c and 5.s removed for separate consideration). Item 5.c (the Bravo IGA amendment) was dealt with separately (see separate article). The council also administered ceremonial proclamations and administered the oath of office to a newly sworn police officer.
The council recorded roll‑call votes for the listed items; staff said the bond authorization specifically covers a package of CIP projects after an urban renewal plan amendment.
