Emergency Services District 1 audit returns clean opinion; commissioners commend board

Denton County Commissioners Court accepted the 2024 Emergency Services District No. 1 (ESD 1) financial report after presenters reported a clean audit with no material findings.

An ESD 1 representative (identified in the meeting as the ESD's outgoing president) said he was no longer serving as president for the audit period but reported that the audit "has no material findings, no other recommendations, and is completely clean," and that internal controls and "guardrails" are in place. The ESD 1 chief also addressed progress on a strategic plan and said the board had set objectives and completed over 20 percent of listed goals; he said the clean audit restores public trust.

Commissioners publicly thanked the ESD board and staff, and Judge Eads praised outgoing members for stabilizing the district and improving oversight. The court approved acceptance of the financial report (motion by the chair, second by Commissioner Williams); the motion carried.

The action accepted the audit and was recorded as an approval; the court did not during this item authorize new spending or program changes. Commissioners described the audit as evidence of restored accountability and transparency at ESD 1.
