Ada County awards master facility plan contract, approves low bid for sheriff—s building and cancels Expo Idaho steel barn award

Ada County commissioners on May 6 accepted multiple procurement recommendations, awarding the Ada County master facility plan update contract to Clearwater Financial LLC and a construction bid for the Ada County Sheriff—s Office property and evidence remodel to Pacific Source Construction, while tabling another bid award and canceling an earlier RFP award for the Expo Idaho steel barn.
The county—s procurement staff read the evaluation results into the record and recommended awarding RFP 25038 (Ada County master facility plan update 2025) to Clearwater Financial LLC, which the evaluation committee ranked first with a score of 88.5. Commissioner motioned to accept the recommendation and the board approved the award.
Procurement staff also reported four responses for bid 25048 (Sheriff—s Office property and evidence remodel); Pacific Source Construction submitted the lowest responsive bid at $110,673 and the board moved to accept the evaluation committee—s recommendation and award that contract.
Separately, the board opened bid 25042 (Benjamin election switchboard replacement) and received two bids: Power Plus Inc. at $309,693 and Twin City Elections Electricians Inc. at $273,930. The county—s procurement staff asked for additional time to evaluate those bids and requested tabling the award to the May 13, 2025 open business meeting; the board voted to table 25042 to 05/13/2025.
The board also read a rescission letter into the record regarding RFP 25021 (design-build for the Expo Idaho steel barn). That letter said the Board previously awarded the contract to Bricon Incorporated on March 11, 2025, but negotiations led the parties to mutually decide not to move forward; procurement recommended canceling the award to Bricon and rejecting the remaining proposals. The board voted to cancel the award and reject remaining proposals.
All motions were moved and seconded and approved by voice vote. The procurement staff noted the committee—s scoring for RFP 25038 (Clearwater Financial LLC, 88.5; Cushing Terrell, 79.42; Wolpert Inc., 68.17; MGT Impact Solutions LLC found nonresponsive).
The board recorded the procurement actions as part of its open-business agenda and moved to the next items after the awards and rescission were entered into the record.
