Board approves first reading of updated parks, preserves ordinance

The Kossuth County Board of Supervisors completed the first reading of amended Ordinance No. 512A, which updates rules, definitions and penalties governing county parks, preserves, parkways, playgrounds, recreation centers and other county-conserved properties. The board voted to approve the first reading and scheduled further action as appropriate.

The ordinance, read in full at the meeting, clarifies definitions (for example, "board" meaning the Kossuth County Conservation Board), sets speed limits on park roads (generally 15 mph; 10 mph in Smith Lake Campground), restricts ATV operation in parks except where designated, addresses parking, fires, removal of plant material, use of firearms and explosives (with hunting and range exceptions), littering, leash rules for animals, closing times and camping permit rules. The draft also sets county infraction penalties for violations and allows restitution and community-service conditions for fireworks violations. The ordinance contains separability and repealer clauses and will take effect if and when it is enacted.

Supervisors offered no substantive amendments during the reading. A motion to approve the first reading carried by roll call with supervisors recorded as voting yes; the board noted the matter would return for further action.
