Ellis County approves Fairview Patch preliminary plat in 2-1 vote

The Ellis County Board of County Commissioners on May 6 voted 2-1 to approve the preliminary plat application for the Fairview Patch subdivision, allowing the applicants to proceed to a final plat application with the Planning and Zoning Commission.
Environmental Services Director Justin Craig presented the application, saying, "Before you this morning is the preliminary plat application for the Fairview Patch Edition," and explained the item followed a Planning and Zoning public hearing the previous month and could be approved, returned with recommendations, or otherwise modified prior to a final plat submission.
Craig said the development is located along 400th Avenue on Ellis County's eastern border with Russell County, north of Severn Road. He said he had contacted Russell County and that Russell County officials attended the Planning and Zoning public hearing; Craig noted there could be increased traffic on the shared road. Craig also reported that staff dug soil profile test holes and found soils that appear serviceable for septic laterals, and that a lagoon could be used where laterals are not feasible.
The plat would rezone the property from agriculture to rural residential and create additional residential parcels on the east side of the section; Craig said there is one existing residence on the parcel and the proposal would create 13 additional residential parcels on that side.
A motion to approve the preliminary plat was made and seconded; the motion carried 2-1. One commissioner voted against approval, saying that Planning and Zoning had recently rewritten the county—s comprehensive plan and zoning regulations and that approving a new subdivision in the northeastern area appeared to run counter to the county—s stated objective of controlled growth.
The commission did not specify conditions beyond the standard process: Planning and Zoning will take any commission suggestions into consideration when the applicant files a final plat and will later return its recommendation to the commission.
The commission's action authorizes the applicants to submit a final plat application to Planning and Zoning in accordance with Ellis County—s adopted subdivision regulations.
