Furgan pressed officials on sequencing: he asked why the city would drain the lake before soliciting construction bids and said that would expose the city to contractor risk. He also recalled a prior engineering choice to raise a spillway, which he said reduced the lake’s ability to flush algae in large rain events.
The council did not act on the comment during the meeting. City staff acknowledged receipt of concerns and directed Furgan to provide his materials to city staff (the transcript records staff accepting copies).
