Council approves detailed site plan for vehicle dealership on US 301

The Bowie City Council voted unanimously to approve Detailed Site Plan DSP-23026, allowing construction of a one-story vehicle sales and service dealership on a platted, commercially zoned property along US 301.

City planning staff introduced the detailed site plan and recommended approval subject to conditions: providing an 8-foot sidewalk and bike lanes along Crane Highway unless modified in writing by the State Highway Administration (SHA), and adding bicycle parking consistent with AASHTO guidance. The Bowie Advisory Planning Board had previously reviewed the plan and recommended unanimous approval in accordance with staff recommendations.

Applicant representatives said the facility would be approximately 22,111 square feet, include showroom space and service bays, and incorporate several EV chargers (Level 1, 2 and customer-facing Level 3) to serve customers and showroom inventory. The applicant described the building façade as a mix of stone, metal seam panels and glass, and said high‑speed roll-up service doors would be used to preserve conditioned air in service areas.

Representatives told council the site retains significant woodland buffers along its rear boundary and that vehicle carriers would be accommodated on-site to avoid unloading on US 301. Staff and the applicant said they will coordinate a signal warrant analysis and entrance consolidation with SHA; the applicant indicated they expect SHA concurrence for a southbound signal at the main entrance and that they would work to consolidate site access with neighboring dealerships.

Council members asked about traffic on US 301, light pollution, parking and how the applicant would manage inventory and vehicle deliveries. Applicant representatives said truck turning movements and on-site unloading are planned, and that the dealership group controls adjacent properties that can be used for overflow storage if needed. The council then voted to approve the plan.
