Council awards construction contract for new Bowie ice arena

The Bowie City Council voted unanimously to adopt Resolution R20-25 awarding a contract for construction services for a new single-sheet ice arena.
Staff told the council that three prequalified firms submitted bids and the lowest responsive bid from Warner Construction LLC totaled $21,839,787. Staff said that all three bids were significantly under the project's budgeted amount of roughly $30 million and that the construction manager(owners representative) had reviewed the estimates and concurred that the bids outperformed earlier cost projections.
The council and staff described the project as a like-for-like replacement of the existing arena: a single-sheet facility with modern refrigeration and building systems built on city-owned property adjacent to the municipal golf course on US 197. Staff said the chosen site reduced property acquisition needs and retains tree buffers along the property edge.
Council members praised arena staff and the procurement team. Councilmembers asked about potential change orders, timeline, and whether the old facility would be demolished immediately after the new rink opens. Staff said extensive site testing and design work had been completed to reduce the likelihood of unknown site-condition changes, and that the old arena would remain usable for a period while the city considers long-term reuses such as indoor courts.
Staff and council also discussed traffic and the project's relationship to the golf course. Staff said the golf course management had been involved in planning and that opportunities exist for shared parking and complementary programming.
The council motion to adopt Resolution R20-25 was made and seconded on the record and the measure passed unanimously.
The contract as awarded is a fixed-price construction contract to Warner Construction LLC for $21,839,787; the city project budget remains above the bid amount. Staff indicated work will move forward under the terms of the contract and with construction management oversight.
