Encinitas arts commission tasked to recommend goals for general plan; members plan workshop and deeper review

The Encinitas Commission for the Arts on May 5 discussed a city council direction asking the commission to "recommend goals and policies for the arts that are consistent with all the other general plan elements," and to add arts language into the Recreation element or propose a standalone arts element.
Chair Fox summarized the council27s direction and asked the commission how it wanted to approach the request. Colette, Cultural Arts Division staff, told the commission that the Recreation element is an existing optional section of the Encinitas General Plan and that if arts language is added there it would become part of the city27s formal planning documents and carried forward in the same way as required elements.
Commissioners discussed whether the task should be framed as documenting existing arts goals or drafting new, forward-looking policies. Several commissioners noted an arts master plan prepared by a prior commission that took multiple years to develop; staff said that earlier master-plan work exists online but that legal and budgetary constraints had prevented its adoption and that portions may be out of date.
Commissioners agreed on several process points: they should familiarize themselves with the general plan (particularly the Recreation element), review the earlier arts master-plan material, and return in June prepared to decide ad hoc membership and next steps. Chair Fox proposed a special workshop in September to allow a thorough, public-focused working session that could include council members and outside participants; commissioners generally endorsed that timetable while noting staff and volunteer time constraints over the summer.
The commission also discussed the limits of a volunteer commission27s capacity, the need for a clear ad hoc lead for any working group, and possible collaboration with council or consultants depending on the scope of recommendations.
No formal vote was taken on the substance of goals or policies. The commission decided to delay ad hoc appointments on this item until members had reviewed the materials and to consider a September workshop; staff will circulate the referenced general-plan and master-plan documents and suggested workshop dates.
