The Saint Paul Housing and Redevelopment Authority voted unanimously to adopt four resolutions at its meeting, approving amendments and participation agreements and directing a letter of support for a Ramsey County HRA legislative request.
The adopted items included a LISCAP fund master participation agreement amendment; authorization of a $150,000 participation interest in the LISCAP fund for the planned acquisition of 964 and 968 Payne Avenue (District 5, Ward 8); endorsement of proposed changes to the Minneapolis-St. Paul Housing Finance Board's 2026-2027 Low-Income Housing Tax Credit (LIHTC) procedural manual and qualified allocation plan; and a resolution directing staff to send a formal letter supporting Ramsey County HRA's request to the state legislature to permit use of tax levy funds for economic development authority functions.
