Marion County commissioners approve consent items, $471,004 roof contract, accept land-use appeal and add 22 roads to county system

The Marion County Board of Commissioners handled multiple administrative and land-use actions on May 7.

Consent agenda: The board adopted a consent agenda that included: a public-improvement agreement with Train Oregon for $319,000 to install HVAC control equipment at the Marion County Courthouse (completion by 06/30/2026); an incoming funds grant subaward with Western Oregon University for the Future Ready Oregon bilingual behavioral-health initiative for $503,793.79 (to increase bilingual behavioral-health capacity through 06/30/2026); and an order cancelling three uncollectible personal property tax accounts totaling $28,860.05 (tax IDs and names referenced in the consent record). The consent agenda was approved by voice vote.

Public improvement agreement — behavioral health roof: The board approved a $471,004 public-improvement agreement with Garland DBS Inc. to replace the roof at the Marion County Health and Human Services Behavioral Health Crisis Center, citing discovery of leaks during remodel work and a 30-year warranty. County construction staff said the lowest responsive bidder was McDonnell Weddle (local contractor) and said the roof timing would not delay the facility's estimated move-in (no later than December 2025).

Land-use appeal accepted for hearing: The board voted to accept an appeal of a hearings officer decision that had denied a conditional-use application for a mulching/commercial operation on a 9-acre exclusive farm-use parcel at 5711 Brook Lake Road NE (applicant Marvin Klopfenstein; County case reference: conditional use 2428). Planning Director Brandon Wright told the board staff recommended not to accept the appeal because no new evidence or recommended conditions were provided, and explained the hearings officer had found potential impacts including disease vectors from mulching and unresolved noise concerns. Commissioners asked planning staff and legal counsel questions about unresolved code enforcement matters related to the property. After discussion, the board accepted the appeal and requested a future hearing; county counsel and enforcement staff (including Code Enforcement Officer Chad Goffin) were asked to participate.

Roads accepted into county system: The board voted to approve an order accepting 22 existing roads into the Marion County road system in accordance with Oregon Revised Statutes (ORS) 368.016. County Public Works' land development supervisor Max Hepburn described a multi-year effort to identify privately developed roads that the county had not yet accepted for maintenance; the board approved acceptance of 22 of the roads identified in a larger phase-1 list and directed staff to continue work on additional segments.
