Council begins annual review of citizen-board vacancies; planning commission seat, CIP and INCOG openings noted

City staff reviewed upcoming expirations and current vacancies on citizen boards and committees and asked council for preferences to guide appointments.
Staff noted three immediate vacancies: one seat on the Planning Commission (vacated by Dr. Balther), the council representative seat on the Capital Improvements Committee (previously held by Doug Bonebrake), and the INCOG (NCOG) Transportation Policy Committee council seat that Bonebrake had held. Staff said the remainder of committee members whose terms expire June 30 have indicated willingness to continue serving.
Councilors discussed candidates in the city’s talent bank and several sitting committee members who had expressed interest in other roles (Justin Prince, currently a building-industry representative on the sales-tax oversight committee; Kent Inouye, currently on Capital Improvements, has expressed interest in Planning Commission). Councilors suggested several names for consideration and discussed the timing: staff will place appointment items on the June work session with the expectation of confirming appointments at a following meeting so new members can begin July 1.
Councilors also discussed which council members are eligible for certain council-representative slots; staff confirmed some seats are reserved for councilors in their second year but noted exceptions if councilors cannot serve.
