Several residents reported ongoing parking problems around Zion Fuel and a nearby coffee shop, saying tour groups and customers park along residential streets and sometimes block driveways and sidewalks.
Residents said customers may park for 30 minutes to several hours, blocking access for deliveries and residents’ guests. One resident said the issue affects elderly post‑office patrons and damages sidewalks where vehicles park on the curb. Another said business‑license approvals previously included discussions about off‑street parking but did not foresee the level of tour parking now occurring.
Council members discussed options including moving tour staging spaces away from the residential stretch, asking businesses to manage parking, placing signs indicating time‑limited or residential‑only parking, and asking tour operators to relocate some vehicles. A councilor said the town asked one operator to move three Can‑Am units off a congested parcel to free up spaces during the meeting. Staff said ordinances require a certain number of parking spaces per square footage for brick‑and‑mortar businesses but that short‑term tour staging can exceed those assumptions and may be deemed a change in use.
Council instructed staff to research the legality of time‑limited or residential‑only parking restrictions and to meet with business owners and tour operators about alternatives to street parking; no ordinance was adopted at the meeting.
