Left Field and Consigli staff explained that Massachusetts public bidding laws require specific trades to be publicly prequalified and that the committee must name two representatives to sit on the four‑person evaluation panel. The meeting materials list 18 trades that are treated as “filed sub‑bidders” under state law; those firms must submit statements of qualifications and be scored before bidding. The committee assigned Brian Dakin and Mike Bacardi as the two member representatives from the building committee.
Project staff said two trades — waterproofing (underground portion) and elevators — are being advertised first because they are time‑sensitive (waterproofing pieces around elevator pits) and elevators typically have long lead times and a small bidder pool. Brian (Left Field/Consigli) said the prequalification committee will evaluate statements of qualifications and that firms scoring 70 or higher will be allowed to bid; firms scoring below 70 will be excluded from bidding on filed sub‑bid items.
Consigli noted that if fewer than three qualified bids are received for a filed trade, the team will follow the standard remedies in the CMR process (change approach as needed at that time). All qualified bidders must provide performance and payment bonds.
The committee’s decision to name two members (Brian Dakin and Mike Bacardi) establishes the panel that will evaluate statement of qualifications; the designer (Dan Cawley) and the construction manager (Jason Flood) will also sit on the four‑person panel, per the project team’s reading of state law.
The committee asked for notification about scoring meeting dates and was told the prequalification work will require a few scoring meetings; Left Field/Consigli will perform much of the outreach and administration with the committee representatives engaged for reviews and scoring.
The committee’s motion to appoint the two representatives passed on a roll call vote.
