OMB highlights grant wins, bond savings and calls for efficiency during budget year

David Klotfelter, director of the Office of Management and Budget, briefed the committee May 15 on OMB’s work to protect taxpayer dollars while supporting department operations, highlighting recent grant awards and bond refinancing savings.
Klotfelter said OMB manages the county’s operating and capital budgets, assigns analysts to departments, supports Lean Six Sigma training and oversees grants and bond financings. He noted the grants coordination team secured $27.6 million for the Ryan White program last fiscal year and helped secure roughly $225 million in grant awards across various departments. Since January 2020 the county has received approximately $6 billion in federal funds and $712 million in state funds, he said, including substantial CARES and ARPA amounts.
On debt management, Klotfelter said the county’s bond acquisition team has helped save $695 million since 2020 through refinancing and portfolio management, and that all major funds are in good standing with recent bond rating upgrades that lower borrowing costs.
He told commissioners the budget office is reviewing systems and processes to eliminate redundancy and asked for commission support on initiatives that reduce duplication across departments.
Commissioners discussed the timing and structure of budget hearings and suggested separating enterprise and non‑enterprise reviews to clarify the millage and general fund impacts. Klotfelter confirmed the OMB staff count and budget were part of his presentation and noted that bond and grant work have helped the county avoid cash deficits.
No committee action was taken; Klotfelter said the office will continue to work with commissioners as the budget season approaches.
