Board approves Hardie smooth lap siding for 216 West Palmol Street with conditions

The Winchester City Board of Architectural Review on May 15 approved a request by James Slosser to replace existing aluminum siding at 216 West Palmol Street with smooth Hardie (fiber cement) lap siding, attaching a recommendation that the homeowner investigate underlying historic materials and a condition governing shutters.
James Slosser, the applicant, told the board that the house dates to about 1930 and currently has long-standing aluminum siding; he proposed Hardie cement fiberboard siding, trim boards and window trims and said the porch sunroom would be excluded from the siding replacement. "Hardy is for sure the material that's absolutely wanted," Slosser said.
Board members discussed precedent, material profile and visual effect. Members noted that the existing aluminum siding is a nonconforming later material (likely from the 1970s) and that a smooth Hardie lap with a 7-inch exposure would present a profile closer to historic appearances than the current metal siding. The board discussed corner treatment and agreed trim would be a Hardie trim board (1x5/1x4) installed to provide a traditional reveal rather than metal capping.
The board also attached a recommendation that the homeowner investigate whether original stucco or other historic material remains beneath the aluminum and to pursue restoration options if feasible. Members said that if shutters cannot be salvaged when detached they should be replaced in wood and return to the board for approval if replaced with vinyl or other nonconforming materials.
A motion to approve BAR25-234 to replace the aluminum siding with smooth Hardie (hardiplank) passed with no opposition; the board recorded a condition that remodeled shutters replaced after removal must be wood or require return to the board for approval.
The board and applicant discussed finish options; board members indicated a preference for smooth Hardie over wood-grain finish on older homes. Staff will include the recommended investigative step in the approval notes and follow up with the applicant about corner trim details.
