Committee advances road‑closing petition to full Board of County Commissioners with no recommendation

The Miami‑Dade ad hoc committee moved May 15 to send a petition to vacate a county right‑of‑way to the full Board of County Commissioners with no recommendation, allowing a fuller review by the BCC.

Chairman Bermudez said he had bifurcated item 2D for separate discussion because the petition includes a road‑closing request and the committee should review potential fiscal impacts before taking action. “One of my concerns is whenever we give away something that we have a right to … we look at the land, what's the value of the land, and then transfer it,” he said.

Miguel Soria of the Department of Transportation and Public Works explained county practice for valuing vacations: “Based on the county codes, the county code stipulates the, I think it's a 10% of the property value. That's what we assign as the fiscal impact, and that's based on administrative fees that we incur on the processing of the item,” he said.

Commissioner Cohen Higgins asked how this petition differed from routine vacations, noting such items are “rather routine” and asking why the fiscal impact might be higher in this case. Commissioners noted parcel configuration could increase adjoining property value and said they wanted additional department answers before full commission action.

After discussion the committee voted to advance the item to the full board with no committee recommendation; the motion was seconded for discussion and passed with all in favor.

The committee did not adopt a final fiscal determination; staff will provide additional details at the full Board of County Commissioners meeting where the petition will be considered.

The action preserves the committee’s ability to request appraisals or other fiscal analysis during the BCC consideration.
