Redevelopment agency adopts amendment to de-annex portion of River Commons urban renewal plan

The Board of Commissioners of the Idaho Falls Redevelopment Agency adopted Resolution No. 2025-06 on May 15 to approve the first amendment to the River Commons Urban Renewal Plan, removing (de-annexing) a portion of the existing project area.
Agency counsel and staff told the board that the de-annexation process is allowed by state statute and follows Tax Commission guidance; because it is a plan amendment it must proceed through the normal process of meetings and public hearings and will be forwarded to the city council and the other taxing entities for notification and hearing. Staff said the amendment primarily changes the project-area map and legal description and modifies Attachment 5, the financial analysis, which assesses how the de-annexation affects remaining district finances.
Staff noted the amendment should not affect an existing Owner Participation Agreement (OPA) with Band and River because that OPA ties tax increment reimbursement to taxes generated by that specific project. Brad Kramer’s financial work was referenced as showing no significant fiscal impact from the de-annexation because the parcels being removed are undeveloped and the district has only a few years remaining.
The board adopted the resolution by roll call vote. The roll call in the meeting transcript recorded the following aye votes: Lisa Burton Trump; Christopher Harding; Chris Paul Kolowling; and Terry Gassick. The resolution will be forwarded to the city council for the required public hearing and notifications to other taxing entities.
