The Westminster City Council approved second reading of an ordinance on May 13 that amends the zoning and building code chapters and includes a requirement that newly sited manufactured/mobile homes include brick underpinning.
Staff said the revisions reinstate the IP and C chapters into Chapter 150 and remove redundant text from Chapter 151 (building and zoning). At the council's earlier request staff changed the referenced code from the 2024 International Property Maintenance Code to the 2021 edition for enforcement clarity and removed an additional licensing requirement that state law already mandates.
On the brick underpinning requirement, staff confirmed it applies only to new manufactured/mobile homes sited after adoption; existing mobile homes remain grandfathered.
Council voted to approve second reading; staff said changes requested by the planning commission were incorporated and would be reflected in the final ordinance language.
