Board approves Curry Street funding agreement, Loomis design contract and Little Lane rehab funding; votes unanimous

Carson City commissioners unanimously approved three transportation items: a Nevada Department of Transportation (NDOT) agreement to partially fund Curry Street, a design contract with Loomis and Associates using Surface Transportation Block Grant (STBG) funding, and an NDOT agreement to apply $500,000 in federal block grant funds toward the Little Lane rehabilitation project.

The board approved an agreement to accept and manage federal funds (a congressionally designated earmark) toward a Curry Street segment that had been prioritized in local project lists and a parallel‑route assessment. Staff told the board the city received $2,600,000 in earmark funding for the project and that the Curry Street segment includes federal, state and Forest Service–adjacent parcels that will extend the project schedule and complexity. Loomis and Associates design services contract (agenda item 5C)

The board awarded a design and construction support contract to Loomis and Associates using STBG funding. City staff and the consultant described the project as complicated — requiring geotechnical work, environmental review, retaining‑wall options, overhead utility coordination and landscaping — and estimated design completion in fall 2026 (November 2026 was cited in discussion). Dan Stuckey of Loomis said his firm has been coordinating with city staff and subconsultants and will proceed with the planned scope. The motion to approve the contract passed unanimously.

Little Lane rehabilitation agreement with NDOT (agenda item 5D)

Commissioners approved an agreement to apply $500,000 in Surface Transportation Block Grant (STBG) funds toward the Little Lane rehabilitation; the agreement requires a 5 percent local match of $26,316. Staff said design for Little Lane is already underway (at about 90 percent) and that the construction budget for the segment is $1,419,000. The board directed the transportation manager to execute the agreement and future amendments that do not increase the total by more than 10 percent. The motion passed unanimously.

Brief context and next steps

Board members noted that Curry Street was selected through previous district prioritization and redevelopment authority studies and that federal earmark funds require environmental review and coordination before funds can be obligated. On Little Lane, staff said the scope will preserve work already completed by private development where appropriate, and will include loop detectors and limited signal work at the Rube Street intersection. For the Loomis contract, staff cautioned the project will require multiple partner approvals and could take significant time to complete design and environmental work.
