City planning staff briefed the Escondido Planning Commission on the 2024 General Plan Annual Progress Report (APR) and on proposed amendments to the General Plan’s Community Protection and Community Health & Services elements at the May 13 meeting.
Priscilla Roldan, associate planner, presented the informational APR, which summarizes the city’s 2024 accomplishments across multiple General Plan elements. Roldan said the APR is informational only and that staff will present the same material to the City Council before posting the report on the city website. She told commissioners the city reached portions of its Regional Housing Needs Allocation (RHNA) in 2024 — notably 23% of above-moderate units and progress toward moderate, low- and very-low income categories — and listed several major housing and infrastructure projects in construction or planning, including Palomar Heights and Quincy Senior Apartments.
