Rogers County commissioners on May 8 approved a zoning change from RS‑25 to RST‑40 on a 1.05‑acre parcel to allow a lot split and placement of a manufactured home (Case 2615) at 14955 East 450 Road near the Sequoia schools.
Planning staff said the applicant, the White family, seeks the lot split to place a double‑wide manufactured home for a family member; the remainder of the larger tract will remain RS‑25. Staff noted there is an existing small sliver of RST‑40 zoning north of the parcel from prior approvals and that engineered driveway access will use County Road 4180.
Several neighbors spoke at the public hearing. Jean Haynes told commissioners there are no manufactured homes within roughly a mile of the site and described the surrounding area as predominantly single‑family subdivisions. Applicant Terry White said the lot split is intended to keep the property in the family and to place a new manufactured home for a son who plans to raise his family in the rural area. The applicant told commissioners the home is a new double‑wide manufactured unit (date referenced 02/2025) and estimated it would appreciably increase the value of the lot.
After discussion, including a review of adjacent zoning and the fact that nearby parcels include RS‑40 and other designations, a motion to approve the zoning change passed; the meeting transcript records the motion as carried. The board directed staff to record the approval and proceed with standard post‑approval steps for lot splits and permitting.
