Mills Act application opens in Salinas; historic-survey workshop set May 7

The City of Salinas opened its Mills Act application period for historic-property tax agreements on May 1; applications will be accepted through July 31, staff told the Historic Resources Board.
Planning Manager Grant Leonard said the city adopted a permanent Mills Act program last year and staff will prepare outreach materials to publicize the application window. "Per that program guidelines, May 1 is when the application period opens through July 31," Leonard said.
The board also heard that a consultant will hold the first community workshop for the city's historic-survey update on Wednesday, May 7, in the same meeting room. Leonard said the initial workshop will focus on the historic-context statement and invite residents to bring photographs, articles or lists of addresses they consider historic. "If there are specific lists of addresses or other very specific items like that, that's also welcome," Leonard said.
Board members asked whether the workshop aims for general contextual feedback or a list of candidate properties; staff said both are welcome and that photographs and documents can be scanned at the event for inclusion in the survey update.
Other updates - Potential demolition: Grant Leonard said there is no new update yet on the potential demolition of 3438 Soledad Street; staff continue to monitor the matter. - Sacramento presentation: Leonard and Chair Harihara will present information about Chinatown revitalization and TF Design's work in Sacramento later in the week; the presentation is scheduled for a Friday morning at 10:30.
Ending Board members were reminded that nominations and outreach continue and that the Mills Act program and the historic-survey workshop are opportunities for property owners and residents to provide input and apply for preservation incentives.
