Councilmembers said the applicant returned with substantial revisions addressing earlier concerns, including consolidated green space and a development schedule that limits the number of lots built in early years. Several members continued to express concern that too many lots remained at smaller sizes; one councilmember said they would prefer larger lots in parts of the development.
City staff stated that the development agreement includes an owner-occupancy requirement; city staff member Noah said, “It will be owner occupied.” That provision was cited by multiple councilmembers as an improvement they had sought to avoid an all-rental subdivision.
After discussion, one councilmember moved to approve the ordinance and preliminary plat. The motion passed 4–1. Staff will finalize the development agreement terms and record the preliminary plat following standard processing.
