Council committee advances $27 million spring supplemental package, including funding for parks, homeowner repairs and urban forest preservation

The Administration and Finance Committee voted to forward Proposal 164 — a roughly $27 million spring supplemental appropriation — to the full Indianapolis City-County Council with a due-pass recommendation after a discussion about priorities and local needs.

The package funds a range of projects including park upgrades, homeowner repair assistance, road and stormwater work tied to the Indigo Blue Line, snow-response capacity, pedestrian-safety projects recommended by the fatal crash review team and a new allocation for urban forest preservation.

The committee heard a detailed presentation from Abby Hansen, controller and director of the Office of Finance and Management, who said $77.7 million in 2025 supplemental county option income tax was received for eligible units and that the city-county portion of certified shares totals $34.4 million. Hansen said the fiscal ordinance does not appropriate the full certified-share amount because property-tax projections decreased by about $7 million after final state certification on Aug. 7 and because other units issued additional debt that increased circuit-breaker losses.
