Planning commission forwards Eastport Farms rezoning to Board with recommendation to approve

The Spring Hill Planning Commission voted 6-0 to forward RZN1799-2025, a rezoning request for part of the proposed Eastport Farms development, to the Board of Mayor and Aldermen with a recommendation to approve.
Planning staff summarized that the applicant amended the request to the RR (rural residential) district on May 5, 2025. Staff said the RR district is intended for large-lot, low-density residential areas and allows limited nonresidential uses compatible with a rural character. Staff also told the commission that rezoning to RR would not significantly increase sewer demand and would remove a procedural impediment in the Unified Development Code to filing a planned development application.
Jeff Rosiak of Gamble Design Collaborative represented the applicant; Charlie Pond of Neier Properties attended. The applicant was present to answer questions. Commissioners asked about sewer capacity and consistency with the city’s Spring Hill Rising plan; staff advised that future land-use map consistency should be considered along with the plan’s goals and objectives rather than relying solely on the map.
After discussion, the commission moved and seconded a motion to favorably recommend RZN1799-2025 to the Board of Mayor and Aldermen. The roll call voice vote recorded: Groeninger, yes; Isabelle, yes; Connolly, yes; Alderman Davis, yes; Mayor Fitterer, yes; Stroke, yes — item approved 6-0.
The recommendation advances the rezoning to the Board of Mayor and Aldermen, which will take the final action on the zoning change. Staff noted that if the rezoning is approved, the applicant may proceed with a planned development proposal under the RR zoning allowances.
