Bay City awards two on-call water and wastewater contracts to speed emergency repairs

The Bay City Council approved one-year, on-call agreements with two contractors to provide emergency and scheduled water and wastewater repair, replacement, installation and rehabilitation services.
Gabriel, a city procurement/presenting staff member, told the council the procurement sought “best value” and that staff recommended awarding both responsive proposals to increase capacity and flexibility. He said the RFP separated scheduled work (lower rates) from emergency work (higher rates plus a flat mobilization fee for emergencies) and required agreed-upon response times for urgent calls.
Council discussion noted the two firms both agreed to a two-hour emergency response window and that awarding two contractors provides backup if one vendor cannot respond or if the nature of a job favors specialized equipment. The contracts have a one-year base term with up to two one-year renewal options at the same prices.
Council voted to approve the awards. Staff said they will implement a work-order and documentation process to track hours, equipment usage and cost markups under the new time-and-materials arrangements.
