Mark (facilities) told trustees a civil engineer recommended removing subgrade and repaving the parking area in front of O’Garcia Elementary and the adjacent Special Education 18‑Plus building. The engineer provided a project estimate of about $400,000, Mark said, and facilities staff indicated they have capital project savings from other completed work that could cover the cost.
Mark said the district considered adding parking but that the most feasible area is used for stormwater retention; raising or regrading that area would be cost‑prohibitive. He said the recommendation includes a restriping plan to maximize parking within the paved footprint. The presentation recommended using the competitive sealed proposal procurement method so the district can negotiate scope once proposals are opened.
Board members asked for an area‑square‑footage breakdown and whether similar parking issues exist at other campuses. Mark said the facilities study will identify other needs but that this project is more urgent because the 18‑Plus program will increase traffic and bus activity at the site.
Staff said they would return with bid documents and noted the project was planned to be paid from existing capital funds; no contract award or motion was made in the workshop.
