Committee backs ‘Clean Curb Act’ narrowing enforcement to DPWT, police and environment

The TIE Committee on May 8 voted 4–0 to recommend CB-15 (draft 2), the Clean Curb Act of 2025, which prohibits placing cones or other objects that obstruct county roads, streets or public rights-of-way.
Committee staff described the bill as an amendment to Subtitle 26, Division 8 of the county code governing parking regulations. Mister Battle said the draft removes the Revenue Authority and DPIE as enforcement entities and designates the Department of Public Works and Transportation, the police department and the Department of the Environment as enforcement authorities. "This bill amends subtitle 26, division 8... prohibiting the placement of cones, and objects that encumber, obstruct, or in any manner interfere with free and uninterrupted use of any county road," Battle said.
The sponsor told the committee the draft reflected a compromise with the administration. The motion for a favorable recommendation on draft 2 carried unanimously in committee; Chair Olsen, Council Member Begay, Council Member DeNogue and Vice Chair Harrison voted aye.
The committee did not record further amendments at the May 8 meeting. The bill will proceed to the full council, where the final enforcement assignment and any additional amendments will be subject to council debate.
