The Kingsport MTPO executive board approved TIP Amendment No. 7 to revise the West End Greenbelt extension project description and to move the right-of-way phase into fiscal year 2025.
Leslie (MPO staff) said the amendment modifies one terminus and the project description but does not change the total programmed construction dollars. The revised route will extend the Greenbelt from its current end at Rotherwood Drive, up Netherland Road and Port Drive, and end at Port Drive and Lewis Lane where a trailhead parking area is planned instead of the previously described alignment to Stone Drive.
Leslie said some right-of-way funds from the MPO STBG program are programmed, and the right-of-way phase is being shifted to FY25. She said prior construction in parts of the corridor and incremental development required re-survey and design adjustments; construction funds remain a future-year item and local funds for right-of-way had been identified.
A motion to approve TIP Amendment No. 7 was moved, seconded and approved by voice vote with no recorded opposition. Staff said the change was primarily a terminus location swap and a schedule adjustment for right-of-way programming; construction funding levels were not changed in the amendment presented to the board.
