Kingsport MTPO adds Mount Carmel TAP bike-ped trail (MC2025023) to TIP; project cost $735,000

The executive board approved TIP Amendment No. 6 to add project MC2025023, the Mount Carmel Head Bike Trail, to the TIP. Leslie (MPO staff) said Mount Carmel received a TAP grant in 2023 and the amendment programs the preliminary engineering phase in the TIP; construction will be funded under the TAP grant with an 80% federal / 20% local match.
Leslie described the trail as running parallel to Main Street for about 3,000 feet from the intersection of Independence Avenue and Main Street west to Hammond Avenue and referenced a total project cost of $735,000. She said the PIN number provided by TDOT would be added before final submission and that construction funding was intended to come from the TAP grant.
A motion to approve the amendment was moved, seconded and approved by voice vote with no recorded opposition. During discussion a board member asked about the local match source; staff said the local match is from the Town of Mount Carmel and that those funds were identified for the right-of-way phase though construction funds reside in future years and grant funding would be used for construction.
The amendment adds the Mount Carmel TAP project to the TIP to enable federal participation and obligate federal funds once the project advances through preliminary engineering and right-of-way milestones.
