The Saratoga Springs Planning Board voted to extend the temporary special-use permit for the Silver Cannabis Company at 75 Bridal for 180 days, giving the applicant a window to resolve site and parking issues identified after the dispensary opened.
Owner Josh Silver told the board the store opened last July and reported roughly $6.5 million in sales in the first year. Silver said the store has 12 full-time employees and pays a 4% municipal cannabis-use tax that, he said, resulted in roughly $150,000 forwarded to the city in under a year.
During the board—s review staff and board members noted that when the 2023 permit was approved a portion of the site was shown as land-banked for future parking and that gravel had since been placed and was being used for parking. The board found the gravel area was being used for customer parking and that the applicant had not returned to the board to remove the land-bank restriction. Board members and staff said gravel parking is not allowed in that location under city rules and that the change from land-banked to active parking was not approved.
Rather than approve a permanent special-use permit, the board gave the applicant a 180-day extension of the temporary authorization and listed items the applicant must provide before the board will consider permanent approval. Those items include: a site plan for the gravel area meeting city standards or removal/restoration of the gravel to the previously approved condition; a stamped boundary survey showing property lines and limits of the gravel; documentation or contracts with the property owner (if the applicant is leasing) and any off-site parking agreements; parking demand documentation (point-of-sale data or counts by hour to justify demand); and a design addressing the gully/ditch and other drainage hazards near the sidewalk.
Board members also requested the applicant coordinate with National Grid if any parking encroached on utility easements and to produce a plan showing how trash/dumpster locations will be handled. The board left the public hearing open for follow-up and noted the temporary permit will expire in 180 days unless the applicant submits required materials and the board takes further action.
