Planning Board unanimously approves Beagle School special-use permit modification and site plan with conditions

The Saratoga Springs City Planning Board on May considered a modification to the special-use permit and a site plan for the Beagle School and voted unanimously to approve both with conditions.
Board Chair Mark Pingel opened the item and heard a presentation from Matt Robson of LA Group, who said the project restores a side pedestrian entrance, removes an existing shed, reorganizes on-site circulation and secures off-site parking agreements with a local church and Empire State College. Robson said the police have placed the school on a periodic watch list and had issued speeding tickets near the school, and added that police recommended improved signage and possibly lighting to increase visibility.
The planning board closed the public hearing after no members of the public asked to speak. The board moved and seconded a motion to approve the special-use permit modification to add classroom space (two new classrooms: one on the second floor and one in an expansion) and then considered the site plan.
Before the board approved the site plan, the board added three conditions: (1) the applicant must provide written agreements (letters or contracts) with Empire State College and the Presbyterian church showing permission to use off-site parking, (2) all engineering comments from the city engineer—s office must be addressed to the satisfaction of staff prior to issuance of final permits, and (3) plaza/streetscape and water-pressure comments noted in the review shall be resolved in the final construction drawings.
Board members praised the applicant for responding to prior comments, especially the move to reduce pavement and increase landscaping along the Regent Street frontage and for securing off-site parking. The board discussed police traffic-monitoring activity and asked staff to consider a letter to the Department of Public Safety suggesting additional traffic-calming or school-area signage.
The motions carried by unanimous voice/show-of-hands vote. The board recorded the approvals with the stated conditions and noted that final architectural detail will be handled at the Design Review Board stage.
The applicant (LA Group, representing the Beagle School) will provide the documents and revised construction drawings requested by the conditions before staff signs off on final permits.
