Board holds first reading of district trust model policy manual; questions on named contacts and senior meals

The Washington Elementary School District Governing Board held a first reading May 8 of proposed model policy language from the Trust model policy manual intended for later adoption.

Superintendent Dr. Stanton introduced the first read and explained the district planned to migrate policies to the trust model but keep existing Washington‑specific language in place unless the board requested changes. Board member input focused on three specific items: whether to include individual staff names (for example, a Title IX coordinator) in policy language or to list the job title and contact information, whether a board member’s requested modification to agenda preparation language should be handled as an individual pull later, and whether a policy authorizing meal service to seniors should be included.

Legal staff explained that including a named person (for example, the current Title IX coordinator) in policy is permissible and common practice so that the public knows whom to contact; staff said an update to the name could be made administratively without returning the policy for board approval unless the underlying position changed. On the question of senior meals, the superintendent and business services staff said the law allows school districts to provide meals to seniors if the board authorizes it; the district currently does not offer senior meal service and, because the district participates in the Community Eligibility Provision (CEP) for student meals, staff said the district believes it is not currently positioned to implement senior meal service without additional action.

The item was a first read; the board did not adopt the model policy at this meeting and asked staff to return with any recommended edits and further information as part of the second read process.
