Boca Raton council asks staff to study annexation of St. Andrew's Country Club and La Locque

Council members discussed the proposal during a strategic-planning workshop and asked staff to analyze estimated net revenues, service impacts and resident voting procedures. “I think there is…an opportunity this year to explore two particular annexations, one of St. Andrew’s Country Club on Clintmoore and one of La Locque,” a council member said during the session, adding staff should examine likely net revenue estimates and service delivery impacts.
Councilors and staff said the analysis should include whether the areas are contiguous to city boundaries, how existing county services would transfer, and what local elections would be required. City staff noted under Florida practice a dual referendum mechanism can be used for annexation: residents in the area to be annexed must vote for annexation and the city may decide whether to allow citywide voter participation.
Discussion expanded to adjacent areas that some councilors said might be economically significant, including the golf course area that contains a Costco and completed county permitting issues; staff said prior analyses showed that annexing that golf-course/commercial island historically produced negative or marginal financial returns when costs to provide services were included. Several council members asked for updated modelling to compare prior results with current property values and service costs.
Staff and council said next steps will include updating financial models, contacting the Supervisor of Elections about timeline constraints for November ballots, and reaching out to residents of the targeted communities. City staff indicated a study-only direction would not commit the council to an annexation vote; the council would later decide whether to put any annexation to a community referendum.
The direction to study the two communities won broad council support at the workshop; several council members asked staff to include additional northern-sector parcels as a follow-up if early results suggest broader opportunity and feasibility.
What happens next: staff will update prior annexation financial models, assemble service-call data (police, fire, permitting) and draft a public engagement plan for the identified communities. A staff report and recommended schedule for potential community referenda will be brought back to the council.
Why it matters: annexation would change tax and service relationships for the affected residents and could increase city revenues if service-cost estimates are favorable. The study stage will produce the revenue, service and voting information needed for later council decisions.
