The Town of James Island Planning Commission on May 8 recommended that the town move its fee schedule out of the Zoning and Land Development Regulations and give Town Council authority to change fees by resolution.
The commission, led by Chairwoman Deborah Bidwell, unanimously approved staff’s proposed amendment to remove the fee schedule from the zoning regulations and forward the change as a recommendation to Town Council. Planning Director Kristen Crane reviewed the proposal and said the change would remove the fee schedule from the zoning ordinance and allow council to adjust fees through a resolution rather than the current multi-step zoning text amendment process.
"This should be pretty easy," Crane said, explaining that under the current procedure even minor fee changes require a text amendment with public hearing, first reading and second reading. Crane told commissioners she had compiled fee comparisons from other municipalities for context but that the amendment before the commission did not itself set specific new fees.
The commission also approved the minutes from its Feb. 13 meeting during the May 8 session.
The Planning Commission’s recommendation will go to Town Council, which will consider the amendment at its May 15 meeting (first reading). The commission’s next meeting is scheduled for June.
