Max (Public Works staff) summarized the report and the required program elements, including public education and outreach, an illicit-discharge detection and elimination program, construction-site erosion-control inspections, post-construction stormwater management and municipal operations such as street sweeping and catch-basin cleaning. Max said community-development staff handle erosion-control inspections for private developments while Public Works covers city-owned work.
The report also addresses the city's obligations under total maximum daily load (TMDL) modeling; staff described consultant modeling used to estimate pollutant loads and the effectiveness of installed stormwater controls such as ponds and catch basins. The report and permit materials are posted on the city website, and the council closed the public hearing with no speakers from the public recorded on the meeting floor.
Aldermen moved and seconded acceptance of the annual report; the council approved it on a voice vote. Staff said the action satisfies the public-hearing requirement of the DNR MS4 permit and that the city will continue ongoing inspections and outreach activities described in the report.
