He said the largest share of that increase would come from the town’s roughly 40,000 single‑family accounts and estimated a typical single‑family bill would rise by about $3 to $6 per month depending on seasonal usage.
McCarty outlined the revised schedule: staff will publish the required notices, then the council will hear a second and final public hearing on July 16; if adopted thereafter, the new rates would apply to customer bills issued on or after Oct. 7. He said the administrative restart effectively delayed the effective date by a little more than two months relative to the original timeline.
Communications and marketing manager Constance Hallinan Wilson reported outreach results to date: a project landing page has had roughly 3,000 views, the town has received five online feedback submissions, a social media video reached roughly 14,000 views, and email notices to customers saw an approximately 80% open rate. Staff said additional outreach will follow to announce the July hearing and the proposed effective date.
Councilmember Benning moved to approve the 60‑day notice of intention setting the July 16, 2025, 6:30 p.m. public hearing; Vice Mayor Martineau seconded. The motion passed unanimously.
Staff emphasized that the restart was prompted by an administrative omission in the notice process and that the additional hearing provides another opportunity for resident comment before the council takes a final vote.
