Calvert County commissioners approve bond transfer, consent grants and two appointments

The Calvert County Board of Commissioners on May 6 authorized the board president to sign a letter transferring the county's fiscal year 2025 housing private-activity bond allocation to the Maryland Department of Housing and Community Development and adopted a five-item consent agenda that included four grant program acceptances and a lease. The board also appointed two people to the Board of Appeals and recessed into executive session.
The transfer of the county's FY25 housing allocation to DHCD was presented by Jennifer Moreland, director of community resources, who said the county's FY25 housing bond allocation totaled $4,360,083 and that, to participate in the On-Behalf-Of (OBO) program, a written transfer must be made on or before June 15, 2025. Moreland told commissioners the county has used the program to place loans into the Maryland mortgage program and reported 42 loans to Calvert County residents year-to-date totaling $14,753,229 in mortgage value.
The board approved the motion to authorize the president to sign the letter to the Maryland Department of Commerce to effect the transfer. No roll-call vote counts were recorded in the transcript; the motion passed after the board's voice vote of "aye." The transcript records that the board was informed the program has produced average loan sizes around $350,000 for income-eligible borrowers and that funds may be used to support homeownership for working households and county employees.
Under the consent agenda the board approved five items presented as a single group: (1) Calvert County Sheriff's Office FY2026 Gun Violence Reduction Grant Program; (2) Calvert County Sheriff's Office FY2026 Local Warrant Apprehension and Absconding Grant Program; (3) Calvert County Sheriff's Office FY2026 Community Grant Program Fund; (4) Calvert County Sheriff's Office FY2026 Maryland Criminal Intelligence Network / Overdose and Drug Awareness Coordinator grant program; and (5) a Department of Public Works lease for Calvert Advanced Life Support Unit Inc. The consent agenda was moved, seconded and approved by voice vote.
The board made two appointments to the Board of Appeals. Deputy County Administrator Linda Turner presented the appointments and staff recommended Thomas Briscoe as a full voting member and Sonia Wagner as first alternate; the board adopted the appointments by voice vote.
Near the end of the meeting the board voted to recess into an executive session to discuss personnel matters, obtain legal advice, and consult about pending litigation. The motion and second carried on voice vote.
