Commission extends police sergeant and captain promotion eligibility list to year-end

The Delaware City Civil Service Commission voted May 7 to extend the police sergeant and captain promotion eligibility list certified in May 2024 through Dec. 31, 2025, allowing promotions from that list for an additional period.
Under civil service rule 5 gs, promotion eligible lists are valid for one year from creation and may be extended by the appointing authority. Chief Moore told the commission the candidates on the current list remain viable and have continued employment in good standing; staff recommended extending the list to the end of the year so promotions can occur as vacancies arise.
Chief Moore said promotions could be needed if supervisors participate in deferred retirement plans or otherwise retire unexpectedly. He told the commission it is his preference to have an active list "ready to go" so the department can fill openings without delay.
Commissioners asked whether a new list or a re-test would significantly change the eligible pool; Chief Moore said that is "a possibility" but he could not say whether it would be a significant change without reviewing service-in-rank eligibility numbers.
Vice Chair Santos moved to accept the extension and Mr. Hurley seconded. Roll-call votes recorded Mr. Hurley: yes; Vice Chair Santos: yes; Chairman Ripka: yes. The motion carried.
Staff noted that if the list expires at year-end and positions remain unfilled, candidates would need to retest under the commission's rules.
