Wasco council approves intern program, pay range, community calendar service and state fiber lease

Wasco City Council on May 6 unanimously approved multiple staff-recommended measures including a temporary summer internship agreement, an amended pay schedule to add an intern pay range, a cloud-based community events calendar service and a site lease with the California Department of Technology for a fiber network location.
The actions come as part of routine new-business items the council described as noncontroversial and passed by roll call vote without recorded opposition. Council members voting "aye" were Mayor Medina, Mayor Pro Tem (recorded variably as Southania/Salvania in the record), Council Member Martinez, Council Member Raya and Council Member Reina.
Among the items approved, the council adopted a resolution authorizing the city manager to finalize and execute a temporary employment agreement to host a summer IT intern through the Kern Intern Connections (KIC) program administered by the Kern Economic Development Foundation. City staff said the program reimburses the city for hosting an intern and will provide work experience to local students. The motion was made by Council Member Martinez and seconded by Mayor Pro Tem (Southania/Salvania). The motion passed unanimously.
The council also approved an amended salary schedule to add a new pay range (listed as Range 18 in the staff report) to accommodate the internship classification. City staff described the new range as starting near minimum wage; the change meets California Public Employees' Retirement System (CalPERS) public-pay-schedule requirements. That resolution was moved by Council Member Reina and seconded by Mayor Medina.
Council approved a professional services agreement framework with Super C AI Inc. for a cloud-based community engagement and calendar platform. Staff described the service as a centralized community calendar with the ability to auto-post to city social accounts and perform automated housekeeping for expired events; staff reported a discounted annual price of $97.20. Council moved and seconded the resolution; the vote was unanimous.
On a separate new-business resolution, the council authorized the city manager to finalize and endorse a site lease agreement with the California Department of Technology to host a fiber-optic telecommunications node on city-owned land adjacent to Well 12 at the west end of the Macombs Flyover Bridge. Staff described the lease as a 20-year initial term with two 5-year extension options and an agreed annual base payment of $24,000 (the figure resulted from negotiation after an initial $18,000 offer that lacked an annual inflation adjustment). The measure passed unanimously; staff noted the lease could create a middle-mile connection point that providers could later use to reach homes and businesses.
The council also approved the consent calendar (items 12a–12d) in one motion.
Going forward, staff said the approved agreements will be finalized subject to city manager and city attorney review and signature, and that the city will receive the clean, executed contracts as they are completed.
