Dye said the property does not meet the setback requirements for the higher‑density zone and that, when the developer returns with a plat, the front two lots will likely require a setback variance to accommodate R‑2 setbacks. Dye said the applicant, Mr. Nielsen, was not present; Nielsen had other obligations and asked staff to present on his behalf.
Council member Lang moved approval of first reading; Council member Centenary seconded. The council voted by voice; members said “aye” and the motion carried.
