City housing staff told the City Council on May 6 that Carson’s draft Final Consolidated Plan and Annual Action Plan are complete and awaiting the U.S. Department of Housing and Urban Development (HUD) funding allocation. The city held the statutorily required public review period and public hearings and is now prepared to submit its documents to HUD.
Staff recommended allocating Community Development Block Grant (CDBG) public‑service funding to three applicants (Housing Rights Center; Carson Boys & Girls Club; and a Venice Medical Clinic operation on Carson High campus) if HUD makes an allocation. Council approved the recommendation and authorized the mayor to sign agreements with selected providers following negotiation and city attorney approval. The motion was explicitly conditional: the awards would proceed only if HUD issues the block grant allotment.
Staff said the city cannot finalize program spending until the allocation is uploaded in HUD’s IDIS system but wants council authorization now so programmatic agreements can be completed quickly when funding arrives.
The motion to allocate CDBG funding for FY2025–26, approve the proposed CDBG budget and submit the consolidated plan and annual action plan to HUD passed unanimously.
What happens next: Staff will upload documents to HUD, negotiate agreements with the approved providers, and return if any funding or program details change when the actual allocation is received.
